About Concept Note

 Clinical criminology is an interdisciplinary field that applies psychological, psychiatric, and criminological principles to the assessment, treatment, and rehabilitation of the mentally ill and offenders. It integrates clinical expertise with criminological theory to understand the psychological and behavioural factors contributing to criminal conduct. By employing diagnostic tools, risk assessments, and therapeutic interventions, clinical criminologists aim to prevent recidivism and promote reintegration into society.

This field is particularly relevant in mental health and forensic settings, where practitioners evaluate offenders’ mental health, criminal responsibility, and competency to stand trial. Clinical criminology also contributes to policy development, advocating for evidence-based approaches to criminal justice that balance public safety with rehabilitation and integration. Through its application, it seeks to bridge the gap between mental health services and criminal justice systems, fostering a more comprehensive understanding of crime and its underlying causes.

About the Speaker

Professor Patnaraz (Pat) Mungroo, JP, MSc, PhD: Clinical Criminology, Mental Health & Criminal Justice Prof. Pat Mungroo has more than twenty-five years of experience in Substance abuse, criminal justice, clinical criminology, and forensic research; With over 40 years of experience in mental health and illegal substance use.

Holding an MSc and PhD in Clinical Criminology, alongside qualifications in law and management, he has dedicated his career to understanding the intersection of crime, mental health, illegal substance use and rehabilitation and criminal behaviour. His work spans criminal assessments, legal justice, and offender rehabilitation. He spent time in Adult Drug Division Court, King County Courts in Washington, Seattle, USA, where he studied alternative justice models for substance-related offenses/rehabilitations.

As a Justice of the Peace (JP – a Lay Magistrate), Prof. Mungroo served for 15 years in Cambridge Criminal Courts, including six years as an Appeal Magistrate in the Crown Courts.

With a passion for legal and mental health reform, he continues to contribute to research and policy development, shaping the future of mental health, forensic, and criminal justice.
